SUMMARY:  As a follow-up to an earlier Board action, this item involves appointment of Board member representatives to the newly-formed Special Districts Association of Monterey County.

 

RECOMMENDATION:  Board Chairman Edwards requests that the Board approve, by motion, his appointment as the District’s representative, and Board Member Lehman as alternate representative to the Special Districts Association of Monterey County.   

 

BACKGROUND:  At its May 27, 2004 meeting the Board of Directors adopted Resolution 2004-05, which authorized the District to join the Special Districts Association of Monterey County (“the Association”).  The Association recently was formed as the result of the June 2002 bylaws of the Monterey County Independent Districts Selection Committee, in order to handle selection of a representative to, and communicate interests of independent districts on the county LAFCo.  The Association also provides a county-wide forum among special district elected and appointed officials to discuss and propose coordinated strategies for dealing with policy issues on a federal, state or regional level.  

 

Resolution No. 2004-05 authorized General Manager to be an “associate” (non-voting) representative to the Association, but it didn’t specify a Board member to serve as the District’s voting member on LAFCo representation selection and other policy issues which Association bylaws require be an elected official.
